ICT manager at Kenya Police Sacco charged with conspiracy to steal Sh 10 M.

An ICT manager and his co-accused have been charged at Milimani law courts with conspiracy to steal Sh 10 Million from Kenya Police Sacco Society.

Januaris Mulwa Muli and Francis Kioko Kitheka appeared before Chief Magistrate Martha Mutuku and denied the charges.

The court heard that on diverse dates between February 11, 2017 and February 26, 2017 at the Kenya Police Sacco Society head office in Ngara within Nairobi County, jointly with others not before court committed an offense of stealing Sh 10,463,622.

Mulwa was also charged with unauthorized disclosure of password contrary to Kenya Information Communication Act, 2013.

The court was informed that on January 31, 2017, being an ICT being an ICT manager at Kenya Police Sacco Society, unlawful disclosed the system password using the skype user account name to one Francis Kitheka through Skype chat message.

Kitheka was charged with possessing data contrary to the law.

The court was informed that on February 12, 2017, he was found in possession of Kenya Police Sacco Society Msacco login properties and records of Members Mpesa deposit accounts in form of screen captures in his laptop computer.

In the last count, Kitheka was accused that on February 12, 2017, he gained unauthorized access to Kenya Police Sacco Society Computer System through secure sockets layer and Virtual private network.

The accused denied the charges. The matter has been in the investigations since 2017.

They were released on Sh 200,000 cash bail each and a bond of Sh 500,000.

The matter will be mentioned on February 3, 2021.
