Investigations into Samson Talaam SIM swap case
In an application before the court, investigators stated that they analysed the mobile activity of Talam Samson Kiprotich, the former OCS Central Police Station.
The analysis focused on identifying the International Mobile Equipment Identity (IMEI) and International Mobile Subscribers Identity (IMSI) across three dates; June 15, June 17, and June 19, 2025.
Talam is represented by lawyer Danstan Omari.
He appeared before Magistrate Benmark Ekhubi, where investigators closed his file.
The former OCS is expected to face murder charges.
Meanwhile, investigators identified Kiprotich Ronoh as the suspect in the SIM swap claims.
Suspect accused of SIM swap and unauthorized access
Investigators accuse Ronoh of carrying out a SIM swap, changing phones, and accessing or misusing information without authorisation.
They linked the alleged offences to the use of the device while its owner remained in police custody.
“A subsequent investigation revealed multiple changes in both IMEI and IMSI values, indicating potential SIM swap and device substitution,” added the Investigating Officer.
Additionally, investigators said that on June 16, 2025, a subscriber successfully replaced the SIM card from a different location.
The replacement did not happen at Lang’ata Police Station, where Talam Samson Kiprotich had been detained.
Suspect linked to solicitation of money from Kenyans arrested
Police arrested a suspect linked to the incident that saw Kenyans lose money through alleged solicitation.
The suspect, Kiprotich Ronoh Brian, was arrested at his residence in the Embakasi Pipeline area.
During the arrest, police recovered 13 unused SIM cards from his house.
According to the inventory, investigators will subject the SIM cards to forensic examination.
Police seek more time to complete investigations
While seeking orders to detain Ronoh, police told the court they needed more time to complete investigations.
They explained that investigators were yet to comprehensively analyse the recovered items.
The analysis will help them determine any other suitable charges against the suspect.
These charges may include offences under the Computer Misuse and Cybercrimes Act of 2018 and the Penal Code.
Furthermore, police believe that Ronoh may have other associates or accomplices who are yet to be arrested.
Court detains suspect for seven days
The court allowed police to detain the suspect for seven days.
The matter will be mentioned on July 28, 2025.
