Petition to remove NCIC Chairperson Samuel Kobia from office filed in court

A petition seeking the removal of National Cohesion and Integration Commission (NCIC) Chairperson Samuel Kobia from office has been filed in court over allegations of financial mismanagement, abuse of office, and academic fraud.

The petition was filed by Elizabeth Ochieng’, who claims that Kobia has failed to uphold ethical standards required of a public office holder.

Petitioner raises financial management concerns

Ochieng’ alleges that Kobia mismanaged the commission’s finances and breached public accountability requirements.

She wants relevant authorities to investigate claims of financial mismanagement, fraudulent activities, and abuse of office.

The petitioner argues that the allegations have damaged public confidence in the leadership of the commission.

Claims of costly foreign trips

In the petition filed on August 11, 2025, Ochieng’ claims that Kobia undertook several international trips at a time when NCIC faced financial challenges.

She also accuses him of failing to adequately respond to concerns raised in audit reports.

According to Ochieng’, the failure to address audit issues shows weak transparency and accountability at the commission.

Petition raises academic concerns

The petition also questions Kobia’s academic qualifications.

Ochieng’ alleges that Kobia holds questionable academic documents and wants authorities to investigate the claims.

She argues that the findings should determine whether he remains suitable to hold the position.

President asked to investigate allegations

Ochieng’ has asked President William Ruto to initiate investigations into the allegations against Kobia.

She wants the President to recommend Kobia’s removal if the claims are proven.

The petitioner is also seeking stronger oversight measures at NCIC to protect public resources and improve accountability.

Call for action to protect NCIC reputation

Ochieng’ says the petition aims to ensure that NCIC operates under principles of good governance, financial integrity, and accountability.

She argues that swift action is necessary to protect the commission’s reputation and restore public trust in its leadership.

The court will determine the next steps after considering the petition.
